一、核心改革：中方陪同人员证件全面调整|Core Reform: Comprehensive Adjustment of Certificates for Chinese Accompanying Personnel

1.同展期冲突限制：同一展期内，已成功办理“参展商证”或“参展代表证”的人员，不可同步办理采购类证件，一人仅限持有一类有效证件。

（一）办理时间|Application Time
开放登记时段：2026年3月13日—3月31日，逾期未提交材料视为自动放弃，无补报通道。
Registration Period:March 13 to March 31, 2026. Failure to submit materials within the deadline will be regarded as automatic abandonment, and there is no supplementary application channel.
（二）审核机制（双审制）|Review Mechanism (Dual Review System)
1. 单位审核（两届一审）|Unit Review (Review Once Every Two Sessions)

强制核查社保缴纳记录：需提供本人在代表处任职期间的社保缴纳明细，社保信息与工作证明、派遣信息需完全匹配，否则不予通过审核。

三、持有境外有效工作签证的内地公民办证绿色通道| Green Channel for Certificate Application for Mainland Chinese Citizens with Valid Overseas Work Visas
（一）办理时间| Application Time
开放登记时段：2026年3月13日—5月5日，覆盖全展期，满足不同入境时段人员的办证需求。

- 持有内地居民身份证、中国护照；港澳/台湾地区居民需提供港澳通行证或台湾通行证。
- Hold a mainland resident ID card and a Chinese passport; residents of Hong Kong, Macao and Taiwan regions need to provide a Hong Kong/Macao Pass or Taiwan Pass.
- 持有1年及以上境外有效工作签证，签证需在有效期内。

境内注册企业，且从事进口业务、年营业额≥5000万元，经营范围匹配广交会展区范畴，非本届参展企业方可申请。
Only domestic registered enterprises engaged in import business with an annual turnover of ≥50 million yuan, whose business scope matches the category of the Canton Fair exhibition area, and are not exhibitors of this session are eligible to apply.

- 免费证全展期有效，收费证按单日办理，非连续参会需按天重复办理。
Free certificates are valid for the entire exhibition period, while paid certificates are handled on a daily basis; repeated applications are required for non-consecutive participation. - 证件丢失补办：收取200元/张工本费，每张证件仅限补办1次。
Replacement for Lost Certificates: A production cost of 200 yuan per card will be charged, and each certificate can only be replaced once. - 办证申请一经审核通过不可撤销，付费后因个人原因放弃参会的不予退费。
Once the certificate application is approved, it cannot be revoked; no refund will be given if the participant gives up participation due to personal reasons after paying the fee.
五、全场景办证服务升级（通用）|Upgrade of Full-Scenario Certificate Application Services (General)

- 申请、审核、制证、核验全流程实现线上化，无需提交纸质材料。

- 支持人脸识别+二维码双重快速入场，提升参会效率。
- Supports face recognition + QR code dual fast entry to improve participation efficiency.
- 审核系统升级为“一键提交、智能校验”，自动识别材料错误、信息重复等问题，减少反复提交。
- The review system has been upgraded to “one-click submission and intelligent verification”, which automatically identifies material errors, duplicate information and other issues, reducing repeated submissions.
（二）办证渠道与终端优化| Optimization of Certificate Application Channels and Terminals
展馆自助终端：新增百余台智能一体机，支持刷证、扫码操作，当场打印电子证件。
Exhibition Hall Self-Service Terminals: More than 100 new intelligent all-in-one machines are added, supporting card swiping and QR code scanning operations toprint electronic certificates on the spot.
远端多点办证：在白云机场、广州南站、港澳口岸、指定合作酒店设立办证点，实现落地即办、就近领证。
Remote Multi-Point Certificate Application: Certificate application points are set up at Baiyun Airport, Guangzhou South Railway Station, Hong Kong and Macao ports, and designated cooperative hotels to achieveon-arrival processing and nearby certificate collection.
办证点整合：A区、D区原办证点统一迁至D区登录大厅，自2026年3月起正式启用。
Integration of Certificate Application Points: The original certificate application points in Area A and Area D are uniformly moved to the Area D Login Hall, which will be officially put into use in March 2026.
（三）费用减负政策（施工/布展类）|Fee Reduction Policies (Construction/Exhibition Layout)
- 施工人员证：费用由40元/张下调至30元/张，取消1000元办证押金，减轻企业负担。
- Construction Personnel Certificate: The fee is reduced from 40 yuan/card to 30 yuan/card, and the 1000 yuan certificate application deposit is cancelled to reduce the burden on enterprises.
- 货车证：全面推行电子化管理，企业线上审核通过后，可自助打印电子凭证，无需现场领取实体证件。
- Truck Certificate: Fully implement electronic management; after the enterprise passes the online review, it can print the electronic certificate independently without collecting the physical certificate on site.
六、分身份办理流程总览|Overview of Application Processes by Identity
(一） 境外采购商陪同人员（中方）|Chinese Accompanying Personnel of Foreign Purchasers
- 2026年4月起，通过广交会官网/APP进入“境外采购商陪同人员证”预登记通道。
Starting from April 2026, enter the pre-registration channel for the “Foreign Purchaser Accompanying Personnel Certificate” through the Canton Fair official website/APP. - 绑定对应境外采购商信息，上传相关材料提交审核。
Bind the corresponding foreign purchaser’s information, upload relevant materials and submit for review. - 审核通过后，前往指定办证点核验原件，现场领证。
After passing the review, go to the designated certificate application point to verify the original documents and collect the certificate on site.
（二）境外企业驻华代表处（中方）|Chinese Personnel of Foreign-Invested Enterprise Representative Offices in China
- 3月13日—3月31日，线上提交单位资质材料+个人材料（含社保记录）。
From March 13 to March 31, submit unit qualification materials + personal materials (including social security records) online. - 等待审核结果，审核通过后分配免费办证名额。
Wait for the review result; after passing the review, the free certificate application quota will be allocated. - 按指引领取证件，无需缴纳任何费用。
Collect the certificate as instructed, with no need to pay any fees.
（三）境外工作签证内地公民|Mainland Chinese Citizens with Overseas Work Visas
- 3月13日—5月5日，线上申报并上传护照、签证、入境记录等材料电子版。
From March 13 to May 5, declare online and upload electronic versions of passport, visa, entry record and other materials. - 审核通过后，携带所有材料原件前往办证中心办理。
After passing the review, carry all original materials to the certificate center for processing. - 现场核验无误后，免费领取证件。
After the on-site verification is correct, collect the certificate free of charge.
（四） 境内采购商|Domestic Purchasers
- 企业完成报名，提交营业执照、年营业额证明等材料，获取官方邀请码。
The enterprise completes the registration, submits the business license, annual turnover certificate and other materials to obtain the official invitation code. - 凭邀请码线上注册，根据企业等级确认免费/付费名额。
Register online with the invitation code and confirm the free/paid quota according to the enterprise level. - 缴费或确认免费资格后，线上申领电子证件，凭码领证。
After paying the fee or confirming the free qualification, apply for the electronic certificate online and collect the certificate with the code.
